How CWELCC impacts community based childcare providers?
Revenue Reduction: With the mandated fee reductions, daycare centers will experience a decrease in revenue. While government subsidies are intended to compensate for this loss, the government has announced in August 2024 that the funding will not fully cover the operational costs and the revenue that the daycare operators earned in the past while inflation is rising. The operators have not been permitted to increase their fees since March 2022.
Compliance Requirements: Participation in the CWELCC program requires daycare centers to comply with various regulations, reporting, and auditing requirements. This increases the administrative workload, which is a big challenge for all operators including the smaller ones.
Application Process: Application for new community-based programs for CWELCC spaces has been completely closed until 2026 which will inhibit accessibility to spaces that are affordable to parents. Only not-for-profit spaces and operators can apply for CWELCC until 2026.
Limited Flexibility to manage costs and operations: The program has imposed restrictions on how daycare centers operate, including restrictions on how subsidies can be used, and requirements for cost centres and how they are allocated. These constraints can limit a provider’s ability to make independent business decisions. For private daycare operators who have invested heavily in their businesses, and put in their life savings into creating a service, the program’s cost caps, fee caps, and regulatory requirements reduce their profitability, potentially leading some to consider exiting the market or shutting down expansion plans completely.
Long-Term Funding Uncertainty: While the program is designed to be sustainable, there are concerns about whether long-term government funding will keep pace with rising operational costs, inflation, and the increasing demand for childcare services. The program started just like the subsidy program that reimburses for parent fees and now for 2025 is transforming into a cost-based program where provider revenues will be decreased between 7% to 25% depending on their operations. This will lead to many providers exiting the industry.
Access Disparities: While the program aims to make childcare more affordable, there may still be disparities in access, particularly in rural or underserved areas where daycare options are limited. Additionally, not all providers may choose to participate in the program, given the shift from revenue replacement to cost based funding, leaving some families without access to the subsidized rates.
